A Study on the Tasks of Welfare Legislation and Policy of the Elderly in Local Government

Abstract

|
This article is focus on finding and suggesting a few tasks of social welfare legislations and policies of the aged in local government to solve diverse elderly welfare problems in our community living in recently. For attaining these purpose, existing systems of welfare laws and welfare policies for the elderly were analysed, social problems and accident related with the aged were studied, and a few alternatives on welfare policy and legislation to work out those problems were suggested. The alternatives were as follows: firstly, reconsideration on division of function on social welfare of the elderly in local government; secondly, encouragement on percentage of financial independence, and welfare financial share of pain for the aged in local government; thirdly fundamental reform of social welfare delivery system and administration system in local government; fourthly, remove dark corner of welfare work on the aged and welfare practice of client-centered; fifthly, inspiration on welfare consciousness of local government representative; sixthly, strengthening social welfare action of welfare professionals, NGO, welfare practitioner, beneficiary.
